Under 8 CCR 31.5(a), the applicant has 30 days from receipt of a QME report to file an objection. In practice, the report arrives as one of 30-40 uploads in the MerusCase mail queue with a filename like "MAIL 03-17-2026.PDF."
There is no indication that this particular PDF contains a QME report with a ticking 30-day clock. The report sits in the queue until someone opens it. By the time the attorney sees it, 22 of the 30 days may have already passed.
The solution
A system that reads each PDF, identifies QME reports specifically, calculates the objection deadline from the report date, and creates an attorney task. The file is renamed to include the doctor's name, specialty, and evaluation date.
The 30-day clock becomes visible from the moment the document enters the system.
